Jeffrey Hulum III is running to be a member of the United States Congress. Congress enacts laws that influence the daily lives of all Americans and is intended to serve as the voice of the people. Its responsibilities include funding government functions and programs, holding hearings to inform the legislative process, and oversight of the executive branch.

An Economy for Everyone
South Mississippi deserves an economy that works for working people, not just for corporations and the wealthy. Families should be able to earn a living wage, support their children, and build a secure life right here at home.
- Working Families: I will champion working families instead of caving to the pressure of corporations. That means pushing for policies that lower everyday costs and strengthen the stability of middle-class and working-class families.
- Stagnant Wages: Since 2009 state GDP has increased by more than 70%, while minimum wage has remained the same. The working class is more productive than it has ever been but the economy has changed. It’s failing the hard working people of South Mississippi and corporations want to keep it that way. The real fight isn’t across the aisle. It’s with the 1%.
My Track record: I sponsored Gulf Coast-focused legislation tied to disaster recovery, infrastructure, and port-related development tools that impact local jobs and commerce. As Vice Chairman of the House Marine Resources Committee, my work was centered on keeping the economic forces of the Gulf Coast equitable and sustainable for generations to come.
I’ve also done the work on the ground. When the economic crisis hit our neighbors, our communities, hardest, I organized large-scale community support efforts to help meet basic needs during COVID and other periods of hardship.

Quality Education
Every child in South Mississippi deserves a quality education, no matter their ZIP code. Strong schools build strong communities and investing tax payer dollars in our children is the best investment we can make in our future.
- Invest in Public Schools: I will fight to fully fund public schools, support teachers, and expand early childhood education so every student has a fair start. This means investments in school infrastructure, broadband access, and technical/vocational programs that prepare young people for good jobs right here on the Gulf Coast.
My Track record: Through my nonprofit work, I’ve helped provide students with a safe place to learn, reliable internet access and tutoring during COVID-related school disruptions.
As a state legislator, I introduced education-focused legislation related to financial education and school participation/administration aimed at strengthening student readiness and practical life skills.

Affordable Healthcare
No family should go broke trying to see a doctor or afford life-saving medication. Access to healthcare is a basic necessity especially in a state where rural hospitals are closing, costs keep rising, and current policies continue to decrease funding for Mississippi’s fragile healthcare system.
- Insurance Coverage Gaps: Mississippi’s last attempt to put aside partisan beliefs and take advantage of the ACA’s 2014 expansion of Medicaid stalled in the State Senate in March 2024. Failure to expand Medicaid creates a coverage gap — 74,000 Mississippians ineligible for Medicaid, but unable to afford Marketplace premiums, while the state leaves approximately $2B in federal funds on the table each year.
- Rural Healthcare: Nearly half of Mississippi’s rural hospitals operate with negative margins — vulnerable to closure. In 2023 Mississippi hospitals provided more than $600 million in uncompensated care. $236 million coming from rural hospitals alone. Analyses of Medicaid expansion project a reduction in uncompensated care, keeping the doors of rural hospitals open and stabilizing care.
My Track record: I worked across party lines to sponsor and help pass legislation expanding presumptive Medicaid eligibility for prenatal care, helping expectant mothers access care sooner. I also introduced additional legislation to strengthen healthcare access in Mississippi — fighting to address Medicaid coverage and pharmacy benefit manager practices that affect prescription costs of working families.

Social Justice
A fair and free society requires treating every person with dignity and equality. We must ensure that civil rights, voting rights, and basic freedoms are protected for all Mississippians. Every citizen of Mississippi deserves the right and access to participate in the democratic process.
- Equal Rights: Every person deserves voting rights and equal protection under the law regardless of race, gender, or background. I will continue to fight against discrimination and defend the rights guaranteed to every person by the Constitution.
- Expanded Opportunity: I will work to expand economic and educational opportunity in underserved communities to ensure everyone has a fair shot.
My Track record: In the Mississippi Legislature, I introduced legislation to expand early voting access, because democracy works best when more eligible voters can participate.
To ensure dignity for Mississippians with disabilities, I sponsored legislation that updated outdated, derogatory terminology in state law.

National Security
After 22 successful years across six combat deployments in the Army, I know what it takes to keep our country safe. National security must be grounded in strength, readiness, and leadership with the experience needed for thoughtful, informed decision-making, instead of partisan actions that undermine stability rather than strengthen America’s position at home and abroad.
